Submit a declaration for non-commercial flight operations with technically complex aircraft (NCC) or for specialized flight operations (SPO)

You can submit the declaration for non-commercial flight operations with technically complex aircraft (NCC) and for specialized flight operations (SPO) as well as the amendment of an existing declaration online via the federal portal as well as by e-mail, fax or post:

Submit declaration online:

• Call up the federal portal verwaltung.bund.de and select the online application. This will guide you step by step through the required information.
• Upload the required documents as a file and send the application.
• You will receive a confirmation of receipt.

Submit your declaration by e-mail, fax or post:

• Download the form Declaration in accordance with Regulation (EU) No. 965/2012 on flight operations from the LBA website and complete it.
• Send the signed declaration by e-mail, fax or post to Division B 2 of the LBA.
• You will receive a confirmation of receipt.
• The Luftfahrt-Bundesamt (LBA) will check whether the requirements have been met.

After submitting the documents:

• You will receive a confirmation of receipt,
• The Luftfahrt-Bundesamt will check whether the requirements have been met.
• If anything is unclear or information is missing, the LBA will contact you.
• If the LBA accepts your declaration, you will not receive any further notification.

• Your place of residence or principal place of business is in Germany.
• You carry out or plan to carry out one of the following types of flight operations:
  • NCC: non-commercial flight operations with technically complex aircraft in accordance with Regulation (EU) 965/2012 Article 5 (3) sentence 1
  • NCC-SPO: non-commercial, specialized flight operations with technically complex aircraft in accordance with Regulation (EU) 965/2012 Article 5 (3) sentence 2
  • SPO: commercial specialized flight operations according to Regulation (EU) 965/2012 Article 5(6) with technically complex aircraft

Note: Your state aviation authority, not the LBA, is responsible for all other types of flight operations.

• Exception: If you hold an air operator's certificate (AOC) issued by the LBA, you must also submit your declaration to the LBA in the case of commercial specialized flight operations (SPO) with aircraft other than technically complex aircraft.
• You have:
  • an approved minimum equipment list (MEL) for each aircraft
  • an operations manual (OM)
  • a management system
• if available: a list of all approved special permits (Annex 5 Part-ARO)

• If you are making the declaration by proxy: Authorization to represent
